Noi pornim de la faptul că dezvoltarea de mai departe a Republicii Moldova nu poate fi asigurată decât prin promovarea consecventă și ireversibilă a cursului strategic spre integrarea europeană, spre funcționarea eficientă a instituțiilor democratice și garantarea drepturilor minorităților naționale.
Realizarea acestor sarcini este posibilă în condițiile unei cooperări responsabile a puterii și opoziției, ale stabilității vieții politice interne, ale unor garanții democratice pentru dezvoltarea liberă a mijloacelor de informare în masă și ale unei asigurări riguroase a independenței Republicii Moldova în relațiile ei reciproce cu statele vecine.
